A case where all these points come together is the following:

Suppose you want to combine many TeX documents into one, for example
for conference proceedings consisting of many articles. Combining
the source files into one (La)TeX file is difficult and often doesn't
work. Putting the PDF documents together leads to ridiculously large
files because the same fonts are likely to appear in each document.
Moreover, hyperlinks within the documents usually do not survive this
procedure.

On the other hand, Combining the DVI files with dviconcat and then
processing the output file with dvipdfmx (or dvipdfm or dvips, for that
matter) is a simple and efficient solution. Moreover, with a recent
version of hyperref, it is easy to ensure that hyperlinks work correctly
(with \HyperDestNameFilter). One can even make links from one document
(e.g., the table of contents) to another (e.g., an article).
