[DVIPDFMx] Allowing comments in PDF created ?

You mean "Annotations" by the "comments". It is surely possible to  
insert "Annotations",
but you must have some knowledge of PDF and DVI specials. Otherwise,  
you can use
the wonderful package "pdfcomment.sty", for example

\usepackage[dvipdfmx]{hyperref}
\usepacakge[dvipdfmx]{pdfcomment}

The documentation can be found from

However, some features only work with pdftex (e.g., \pdfmarkupcomment).
Anyway, I am still trying to resolve what the problem is.

As I know, the security setting is not related to this problem.  
Moreover, do not expect
to see correct "Annotations" in PDF viewers except for "Adobe Reader".

So, I want to know how you make "Annotations" with dvipdfmx. Did you  
use some other
package, or just use DVI specials?
